The new federal budget law H.R.1, enacted on July 4, 2025, makes dramatic changes to Medicaid and other government healthcare programs, including significant new restrictions on eligibility for certain immigrants, new requirements applicable to states that have chosen to cover low-income adults under the Medicaid coverage expansion, and drastic changes to the financing of the Medicaid program.
Over the next few years, significant legislative and policy changes will occur in every state in response to H.R. 1, including revisions to Medicaid taxes, supplemental payments, and enrollment processes and requirements. Health care providers, plans, patients, and other stakeholders should prepare to navigate these changes.
