Foley Of Counsel Steven Chester was quoted in the May 30, 2010 issue of Crain’s Detroit Business in an article titled “Governor’s council works to smooth regulatory waters for offshore wind farms.” Chester discusses the Michigan Great Lakes Wind Council, stating that the council’s proposed package of legislative and rule changes would create a better process for permitting, leasing, construction and monitoring offshore wind projects while protecting natural resources. He adds that there are fewer environmental permitting implications in offshore wind projects than with other electricity generating units.
