Foley announced today that Andrew S. Baluch, most recently the Director of International IP Enforcement for the Office of the IP Enforcement Coordinator at the White House, has returned to the firm as special counsel in the Washington, D.C. office. Baluch will be a member of the firm’s IP Litigation, Reexamination and China Practices and its Life Sciences and various other Industry Teams.
Prior to his White House assignment, Baluch served as expert legal advisor to the Under Secretary and Director of Commerce of the United States Patent and Trademark Office (USPTO). In this role, he participated in developing inter partes review and post grant review procedures. He has also served as judicial clerk to the Hon. Richard Linn of the U.S. Court of Appeals for the Federal Circuit since his tenure as a Foley associate.
“Andy’s experience dealing with cross-border IP enforcement matters will be put to good use for our global clientele,” said Stephen B. Maebius, chair of Foley’s Intellectual Property department. “In addition, his involvement with the creation of new rules governing inter partes administrative proceedings in the USPTO will reinforce our position as a leader among firms that specialize in handling parallel patent litigation and administrative patent disputes.”
