Steven Millendorf Featured for Insights on EU Digital Omnibus Regulation
Foley & Larner partner Steven Millendorf’s recent assessment of the European Union Digital Omnibus Regulation is featured by Competition Policy International in the article, “Europe Moves to Clarify What Counts as Personal Data.”
Citing Millendorf’s December 2025 Foley blog “The EU Digital Omnibus Regulation Impact on the GDPR’s Definition of Personal Data,” Competition Policy International highlights his perspective on how the EU aims to simplify and consolidate elements of its digital rulebook while adjusting the GDPR’s definition of what constitutes personal data.
“In effect, the changes, if adopted, make it clear that the obligations related to anonymized and pseudonymized information are lower for organizations that cannot reasonably use the information to identify an individual than the obligations required for personal data under GDPR and may help reduce the need to expend limited resources on what may now be clearly non-personal data,” Millendorf wrote.
