Partner

John T. Dunlap is a partner and business lawyer with Foley & Lardner LLP, where he assists clients in many industries with a broad range of commercial, transactional, and financial matters. He works extensively with clients in the energy industry, counseling utility companies, developers, and investors in the development, sale, and acquisition of both traditional and renewable energy facilities. He also advises clients involved in the financing of energy facilities, including tax equity financing. He is a member of the Finance & Financial Institutions and Transactional & Securities Practices and the firm’s Energy Industry Team.

FCC Adds Foreign-Produced Power Inverters and Advanced Robotics Devices to Covered List Over National Security Concerns

On July 28, 2026, the Federal Communication Commission (FCC) continued its push to address supply chain and national security risks on a categorical basis by adding power inverters and “advanced robotic devices” produced in foreign countries to its Covered List.  Based on a White House-convened interagency determination that such products pose an unacceptable risk to the national security of the United States, new models of devices that meet the definition of “foreign-produced” will not be authorized for importation or marketing within the United States.
